NCID is short for "Network Caller ID". Modern phone systems provide Caller ID (CID) (also known as "caller line identification" (CLID)) information as part of the connection information when a call is in the initiation phase (when it is ringing), and is best described on the Wikipedia page.

NCID is an application that can be run on Unix-based systems, with the proper hardware, to capture the caller id information and make it available to clients over the network via a variety of means.
